Briefing Summary
Reserve Funds: This session will focus on: 1) how various types of reserve funds may be created and funded; 2) what expenditures may be lawfully made from reserve funds; and 3) an update on changes and proposed changes to the rules governing what actions school districts may take to preserve their ability to pay future costs.
Student Residency: This session will address what school officials should know about student residency including: 1) legal principles; 2) residency determinations (standards, procedures, exceptions, etc.); 3) the homeless (federal and what state rights apply); 4) questionable claims of residency (investigation and action); and 5) practice tips.
Special Education Law Update: This session will review some of the significant changes and discuss the impact of new laws and regulations on school districts' efforts to provide services to students with disabilities.
